SPR# MMQS7HFKL4 - A policy cache was implemented on the server to increase performance, however, the returned policy wasn't being correctly qualified by user. It was just returning the matching effective policy but which has another user's name. This would have prevented a user from getting the settings assigned to them. So the code will now correctly qualify the user name so that the policy in the local pnab can be properly found.
